La Red por los Derechos de la Infancia en México advirtió que la anulación del programa deja a por lo menos 65.8% de la población beneficiaria sin el primer alimento que consumía en el día y sin la posibilidad de atender la desnutrición y malnutrición que afecta a niñas, niños y adolescentes.

La Red por los Derechos de la Infancia en México (Redim) advirtió que la eliminación del programa de escuelas de tiempo completo viola progresividad de derechos de las infancias y las expone a ser víctimas de más violencia y desigualdades, por lo que llamó a la SEP y a sus autoridades a corregir esta regresividad.

Según la organización, su anulación deja a por lo menos 65.8% de la población beneficiaria sin el primer alimento que consumía en el día y sin la posibilidad de atender la desnutrición y malnutrición que afecta a niñas, niños y adolescentes.

Además de recordar que el programa beneficiaba a escuelas con alto grado de marginación, ubicadas en el ámbito rural o indígenas.

Al condenar la decisión de la Secretaría de Educación Pública (SEP), quien mediante la oficialidad de las Reglas de Operación para “La Escuela es Nuestra” (LEEN) ha ejecutado la eliminación del programa de escuelas de tiempo completo, a pesar de que viola los derechos humanos a la educación y a la alimentación de 3.6 millones de niñas, niños y adolescentes en el país, la Red advirtió que este grave retroceso ocurre, además, en un contexto en el que las infancias y adolescencias han sido afectadas por la pandemia.

“Que esta decisión se produzca sin que el Estado haya subsanado la recuperación escolar de los aprendizajes académicos para los millones de niñas, niños y adolescentes que estuvieron sin clases presenciales, y en medio del retorno a las escuelas, muestra una omisión dañina ejercida por quienes tienen el deber de garantizar sus derechos en México”, acusó la Redim0126.

Mientras que recordaron que existen suficientes evidencias de que la escuela es un espacio de protección y seguridad para las niñas, niños y adolescentes, quienes son vulnerables ante las desigualdades y diversas formas de violencia, que en el caso de México tiene sus peores expresiones en el reclutamiento por parte de grupos delictivos y el crimen organizado; la venta de niñas, trata, desapariciones, trabajo infantil y cualquier cantidad de abusos y violaciones a los que tanto ellas y ellos están expuestos cuando pasan menos tiempo en las escuelas.

Además, la mayoría de las escuelas que han resultado beneficiadas se ubican en municipios con alto grado de marginación, así como en el ámbito rural (87.3%) y escuelas indígenas (21%).

 “Pero anular este programa no sólo deja a más de 3 millones de niños, niñas y adolescentes sin el resguardo escolar y en total desamparo. También atenta contra los avances alcanzados en sistemas más igualitarios en el cuidado de niños y niñas y la inclusión laboral de madres… pues la medida también va impactar a las familias y en concreto a las mujeres, quienes serán obligadas a buscar empleos más precarios de medio tiempo o incluso tendrán que evaluar la posibilidad de replantearse si pueden trabajar o no”, subrayan.
